Progress and Poverty is Henry George’s landmark 1879 work of political economy, written as a sustained inquiry into a paradox that seemed central to modern industrial society: why does poverty continue, and often deepen, even as wealth, production, and technological capacity expand? George argues that the answer lies not in labor or capital themselves, but in the social arrangements surrounding land ownership and rent. He treats the book as both diagnosis and remedy, combining economic analysis, moral philosophy, and reform advocacy. The result is not a technical textbook in the modern sense, but a wide-ranging argument about distribution, justice, and the conditions for lasting prosperity. Because of that ambition, the book became one of the most influential economic reform texts of the late nineteenth century and helped inspire Georgism and the land value tax movement.
