The Black Tax: 150 Years of Theft, Exploitation, and Dispossession in America is a history and policy study by Andrew W. Kahrl that examines how American tax systems, especially property taxation, have helped produce and sustain racial inequality. Drawing on the history of Reconstruction, Jim Crow, suburbanization, and contemporary urban decline, Kahrl shows that taxation has not been a neutral civic tool. Instead, it has often operated as a mechanism that extracted wealth from Black households while delivering fewer public benefits in return. The book is especially concerned with local tax administration, assessment practices, tax delinquency enforcement, and metropolitan fragmentation, all of which shaped where Black Americans could build wealth and how vulnerable that wealth remained. Rather than treating racial inequality as separate from public finance, Kahrl places the two in the same historical frame and demonstrates how fiscal policy became a central site of racial dispossession.
