The Truly Disadvantaged: The Inner City, the Underclass, and Public Policy is a landmark work of urban sociology and public policy analysis by William Julius Wilson. First published in 1987 and later revised in a second edition, the book examines the rise of concentrated poverty in American inner cities and the social consequences that followed. Wilson does not treat urban distress as the result of race alone or as a simple matter of individual behavior. Instead, he traces how deindustrialization, suburbanization, job loss, and neighborhood isolation reshaped life chances for poor residents, especially African Americans living in segregated urban areas. The book is both an explanation of inner-city decline and an argument for policy responses that address the structural roots of disadvantage. Its significance lies in how it challenged prevailing debates about poverty, welfare, and race, pushing readers to think beyond cultural stereotypes and toward the economic and geographic conditions that produce durable inequality.
