Maury Klein's A Call to Arms: Mobilizing America for World War II is a nonfiction history of the United States effort to turn a peacetime economy into the industrial base of Allied victory. Rather than treating wartime production as an inevitable consequence of American abundance, Klein examines the organizational, political, and managerial work required to make that abundance usable. The book focuses on the years before and after Pearl Harbor, when federal agencies, military planners, corporate executives, labor leaders, and President Franklin D. Roosevelt struggled to define priorities, allocate scarce materials, and convert civilian factories to military output. Its subject is not battlefield strategy but the machinery behind the battlefield: aircraft, ships, vehicles, munitions, raw materials, contracts, and labor. Klein writes within the traditions of business history, economic history, and World War II studies, showing that the Arsenal of Democracy was built through improvisation, conflict, experimentation, and coordination rather than through a single master plan.
